CBP has posted the 2008 - 2010 Departmental Advisory Committee on Commercial Operations of U.S. Customs and Border Protection and Related Homeland Security Functions (COAC) membership directory to its Web site. 1. 2008 - 2010 COAC Membership Directory
2. Weekly TRQ/TPL Commodity Report as of December 15, 2008
CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of December 15, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)
3. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 4. 2009 TRQ on Dairy Products Opens January 2nd
CBP has posted a memorandum announcing that the 2009 TRQ on dairy products provided for in HTS Chapter 4, Additional U.S. Note 10 will open on Friday, January 2, 2009. The aggregate quantity is 4,105,000 kg and the below-listed countries have the following low-duty minimum access amounts:

Belgium and Denmark (aggregated) | 154,221 kg |
CBP notes that this TRQ is expected to oversubscribe at opening. CBP advises filers that it would not be advantageous to file entries for subject merchandise utilizing the Automated Clearinghouse (ACH) as a form of payment.

5. 2009 TRQ on Milk/Cream, Fluid or Frozen, Fresh or Sour Opens January 2nd
CBP has posted a memorandum announcing that the 2009 TRQ on milk and cream, fluid or frozen, fresh or sour, provided for in HTS Chapter 4, Additional U.S. Note 5 will open on Friday, January 2, 2009.
Of the aggregate low-duty quantity of 6,694,840 liters, CBP states that New Zealand shall have access to a quantity not less than 5,678,117 liters. 6. 2009 TRQ on Infant Formula Opened January 2nd
CBP has posted a memorandum announcing that the 2009 TRQ on infant formula provided for in HTS Chapter 19, Additional U.S. Note 2, will open on Friday, January 2, 2009 with a low-duty quantity of 100,000 kg.

7. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
