ITA Requests Comments on Whether it Should Apply CV Duties to Imports from Vietnam

The International Trade Administration is requesting comments on whether it should apply countervailing duty law to imports from Vietnam.

(Historically, ITA has not conducted CV duty investigations for non-market economies such as China and Vietnam, but starting in March 2007, it began doing so for a number of products imported from China.)

ITA to Determine Applicability of CV Law to Vietnam as Part of PRCB Investigation

According to the ITA, the recent initiation of the CV duty investigation on imports of polyethylene retail carrier bags (PRCBs) is the first countervailing duty petition filed involving Vietnam.

(As the petitioners have provided sufficient information to support their allegations and meet the statutory criteria for initiating a CV duty investigation of PRCBs from Vietnam, the ITA states that initiation of a CV duty investigation is warranted in this case.)

Comments on Applying CV Law to Vietnam Due by May 27th

The ITA states that given the complex legal and policy issues involved, it invites public comment by May 27, 2009 on this matter.
