DTrade2 Now Equipped to Receive All Industry Submissions, DDTC Offers Tips
The State Department's Directorate of Defense Trade Controls has issued a notice to industry on its new DTrade2 application and database, launched on April 16, 2009, stating that it has identified its previous issues and asks that all submissions be made to the DTrade2 product utilizing the appropriate DTrade2 forms.

DDTC states that it has been monitoring system performance and is confident the external product is now equipped to receive all industry submissions.
(DDTC previously announced that DTrade2 was experiencing delays, and that users could experience problems accessing the system. DDTC stated that it would continue to provide updates. DDTC Offers User Tips for Optimal DTrade2 Performance
To ensure optimal performance and a better end-user experience with DTrade2, DDTC recommends the following:
Open browser only when needed. DTrade2 users should open the browser only when needed, perform a given task, and close the browser. They should not close the browser after initiating a submit operation; the browser should be left open until confirmation is received.
Do not submit files larger than 35 MB. Users should not submit single applications larger than 35 MB. If the applicant must submit an application in which the file size would exceed 35 MB, it should be submitted with a scanned document as an attachment stating that additional supporting documentation will be submitted via the Additional Documentation interface following the initial submission of the application.
Attachments in PDF format, etc. To facilitate the best submission size, users should utilize the following for optimizing attachments:
&8722; Save and submit attachments in PDF format.
&8722; Compress image files and reduce the number of colors.
&8722; Screen optimize PDF files for the Web.
Use drag and drop method. Users should use the drag and drop methodvs. the Click Submit/Submit method.

Duplicates Do Not Need to be Identified by the User
If during status checks a user notices duplicate case numbers for the same submission, they should be advised that DDTC will Return Without Action the duplicates and adjudicate the first occurrence of the case. Users do not need to identify the duplicates to DDTC unless they remain in the system for greater than two business days.
Because of the number of duplicate license submissions DDTC has received, it has implemented an additional validation that will reject any case using the same transaction identification number. Users should ensure that each Transaction ID is unique.
(DDTC notes that D-Trade (aka DTrade 1) and Ellie/Robb will continue to be available for the short term; however, it requests that users attempt using DTrade2 prior to resorting to these submissions. Users should verify with the DDTC Helpdesk that a DTrade2 submission was unsuccessful prior to submission to D-Trade.
