The Los Angeles Harbor Commission has approved up to $44.2 million in Port funding toward the 2009 Clean Truck Incentive Program at the Port of Los Angeles. The funds will be used to offer concessionaires in the Port of Los Angeles Clean Truck Program (CTP) incentives of up to $80,000 for each Liquefied Natural Gas (LNG) or Compressed Natural Gas (CNG) truck they purchase. Port terminal operators or concessionaires can also receive up to 80 percent of negotiated cost for each electric truck they purchase for terminal or drayage truck use. 2. USDA Posts Budget Summary, Annual Performance Plan for FY 2010

3. APHIS Proposes Organizational Change to Treatment Regulations

The Animal and Plant Health Inspection Service is proposing to revise its phytosanitary treatment regulations in 7 CFR Part 305 by removing the lists of approved treatments and treatment schedules from the regulations, while retaining the general requirements for performing treatments and certifying or approving treatment facilities. APHIS would remove treatment schedules from other places where they are currently found in 7 CFR chapter III as well. Approved treatment schedules would instead be found in the Plant Protection and Quarantine Treatment Manual, which is available on the Internet. 4. FSIS Updates Export Requirements, Plant Lists for China, Mexico, Etc.

The Food Safety and Inspection Service has posted updated export requirements for the following countries Croatia and China. Croatia's export requirements were updated to state that effective May 8, 2009, its ban on fresh and frozen U.S. pork has been lifted. The export requirements for China were updated to include additional information on U.S. pork/pork product restrictions. FSIS has also updated lists of U.S. plants approved to exporttoMexico.

6. DDTC Announces Entity Name Change for License Applications

The Directorate of Defense Trade Controls has announced an entity name change for new DDTC license applications from Bell Aliant Regional Communications, Limited Partnership's xwave Division in Canada, formerly a division of Xwave Solutions Inc. (xwave DSA) to CAE Professional Services (Canada) Inc.. New DSP license applications received after June 1, 2009, identifying xwave DSA as a party to the license will be considered for return without action for correction to the new name. 7. Canada Finds Preliminary AD Injury on Waterproof Footwear from China and Vietnam

The Canadian International Trade Tribunal has preliminarily determined that there is a reasonable indication that the dumping of waterproof footwear and waterproof footwear in nearly finished form, constructed wholly or in part of rubber and/or thermoplastic rubber (TPR), originating in or exported from the People's Republic of China and waterproof footwear and waterproof footwear in nearly finished form, constructed wholly or in part of rubber, TPR and/or plastic, originating in or exported from Vietnam, has caused injury or retardation or is threatening to cause injury. 8. President Declares May 17-23, 2009 as World Trade Week

The President has issued a proclamation designating May 17-23, 2009 as World Trade Week. In the proclamation, the President states that he is developing a plan of action for pending free trade agreements and will work with U.S. trading partners to advance a strong market-opening agreement for agriculture, industrial goods, and services through the Doha Development Round and through other negotiations. 9. CBSA Posts Two Documents on Frozen Pork Imports from EU

Canada Border Services Agency has posted two documents regarding frozen pork imports from the European Union:

Correction to Message to On-line Brokers: Frozen pork from the European Union as specified in the Surtax Order. This message applies to imports of frozen pork from the EU falling under tariff item No. 0203.29.00 of the Customs Tariff.

Item 194 - Frozen Pork from the European Union as specified in the Surtax Order. The purpose of this Notice is to inform importers of the rules and procedures governing the issuance of import permits for frozen pork from specific countries of the European Union.
