CBP CSMS Messages and Web Postings

CBP has issued a CSMS message stating that APHIS will be holding a public meeting on October 27, 2009 regarding its interim final rule to amend the user fee regulations by adjusting the fees charged for certain agricultural quarantine and inspection services that are provided in connection with certain commercial vessels, commercial trucks, commercial railroad cars, commercial aircraft, and international airline passengers arriving at ports in the customs territory of the U.S. (See ITT's Online Archives or 10/01/09 news, 09100105, for BP summary that APHIS delayed the user fee increase until November 1, 2009.) 1. APHIS to Hold Meeting on Increased AQI User Fees

2. Weekly TRQ/TPL Commodity Report as of October 19th

CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of October 19, 2009. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report available at http://www.cbp.gov/linkhandler/cgov/trade/trade_programs/textiles_and_quotas/commodity/cr_10192009.ctt/cr_10192009.pdf)

3. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 4. Updated CF 1400, CF 1401 Posted

CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF 1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances. 5. Updated Public ACS FIRMS Report

CBP has posted an updated version of its Public Automated Commercial System FIRMS (Facilities Information and Resources Management Systems) report that is organized by port code and alphabetically by company name. The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
