ITC Institutes AD/CV Injury Investigations on Drill Pipe from China
The International Trade Commission has announced the institution of investigations and the commencement of preliminary phase antidumping and countervailing duty injury investigations regarding drill pipe from China.

According to the press release, such drill pipe is provided for in HTS subheadings 7304.22, 7304.23, and 8431.43.
These investigations are being instituted in response to a petition filed by VAM Drilling USA Inc., Houston, TX; Rotary Drilling Tools, Beasley, TX; Texas Steel Conversions, Inc., Houston, TX; TMK IPSCO, Downers Grove, IL; and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIO-CLC, Pittsburgh, PA.
ITC to Determine if U.S. Industry is Injured
The ITC is instituting these investigations to determine whether there is a reasonable indication that an industry in the U.S. is materially injured or threatened with material injury, or the establishment of an industry in the U.S. is materially retarded, by reason of imports of drill pipe from China, that are alleged to be sold in the U.S. at less than fair value and alleged to be subsidized by the Government of China..
ITC Must Reach Preliminary Injury Determination by February 16th
Unless the Department of Commerce extends the time for initiation, the ITC must reach a preliminary determination in AD and CV duty injury investigations in 45 days or, in this case, by February 16, 2010. The ITC's views are due at Commerce within five business days thereafter, or by February 23, 2010.
