1. CBP Outlines its 2009 C-TPAT Accomplishments

2. CBP's Weekly TRQ/TPL Commodity Report as of February 2nd

CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of February 2, 2010. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report, posted 02/02/10, available at http://www.cbp.gov/linkhandler/cgov/trade/trade_programs/textiles_and_quotas/commodity/cr_02022010.ctt/cr_02022010.pdf)

3. Harmonized System Update - Changes to the 2010 HTS

CBP has issued a CSMS message announcing recent changes to the 2010 Harmonized Tariff Schedule (HS Update No. 1001). This update contains 5,359 ABI records and 712 harmonized tariff records.

  1. This update contains changes made as a result of the 484(f) Committee. These changes were programmed into ABI and were effective January 1, 2010.

(Among the changes was a request by the USDA to report milk solids content of dairy products in the kilogram unit of measure. Dairy related tariff numbers were modified to include an additional reporting unit of measure indicating 'CKG' (Content in Kilograms). The 'CKG' indication referred to the weight in kilograms associated with the milk solids content. On January 27, 2010, the 484(f) Committee met and per their request, CBP removed these units of quantities from the affected records. The unit of quantity change is effective March 1, 2010, and the newly amended records are included in this update.)

  1. In addition, tariff changes associated with Annex II of the Jordan Free Trade Agreement, that included additional tariff numbers eligible for the Jordan FTA were made, effective January 1, 2010.
  2. Finally, this update contains changes required by the verification of the 2010 HTS.

4. CBP Creates Webpage for RLF/EIP Administrative Messages

5. CBP Seizes Over 6 Tons of Marijuana at World Trade Bridge in January

CBP officers at the Laredo port of entry seized more than six-and-a-half tons of marijuana at World Trade Bridge during the month of January. 6. CBP in San Diego Seizes a Ton of Marijuana in Banana Shipment

8. CBP Bulletin Notice Revokes Ruling on Plastic Placemats

CBP's February 3, 2010 Customs Bulletin revokes one ruling and associated treatment relating to the classification of plastic placements, effect for goods entered or withdrawn from warehouse for consumption on or after April 5, 2010.
