The International Trade Administration has issued a notice of amendment to its initiation of antidumping duty investigation on drill pipe from China to extend the deadline for exporters and producers to submit quantity and value (Q&V) questionnaires to March 2, 2010 (from February 11, 2010).

ITA to Limit Questionnaires Based on CBP Tariff Data

The ITA has determined that it does not have sufficient administrative resources to mail Q&V questionnaires to all 77 identified producers and exporters. Therefore, it has determined to limit the number of Q&V questionnaires it will send out to exporters and producers based on U.S. Customs and Border Protection data for U.S. imports under Harmonized Tariff Schedule numbers 7304.22.0030, 7304.22.0045, 7304.22.0060, 7304.23.3000, 7304.23.6030, 7304.23.6045, 7304.23.6060 and 8431.43.8040.

The ITA will review the CBP data and comments from parties on the CBP data to determine how many questionnaires it will mail to producers and exporters of drill pipe from China.

Exporters/Producers Must Submit Questionnaires by March 2nd

Although the ITA is limiting the number of Q&V questionnaires it will send out, exporters and producers of drill pipe that do not receive questionnaires that intend to submit a response will be able to obtain a copy at http://ia.ita.doc.gov/ia-highlights-and-news.html.

Accordingly, the ITA is extending the deadline to submit responses to the Q&V questionnaires to March 2, 2010.
