ABI Records Had Previously Displayed a Maximum of 8 Special Rates
Prior to this change, the ABI Harmonized Query Transaction Records (Record Identifier W, output records) and the ABI Harmonized Extract Reference Records (Record Identifier Y, output records) had the ability to display up to 8 special rates that are associated with free trade agreements or trade preference programs (i.e., anything with an SPI). If an HTS number had more than 8 special rates, the additional special rates (special rate 9 and greater) would not be displayed on the above ABI Harmonized Tariff Records.
(See ITT’s Online Archives or 03/08/10 news, (Ref: 10030810), for link to CBP’s previus CSMS message on this issue which lists how special rates were previously displayed in the W and V records.)
CBP has previously stated that there are 133 HTS numbers that have more than 8 special rates.
Now ABI Records Can Display Up to 15 Special Rates
According to CBP, the ABI Harmonized Tariff Query transaction output records now display additional special rates 9 - 15 in the following new record identifiers:
Query Transaction | Record Identifier |
Special Rate 9 | WE |
Special Rate 10 | WF |
Special Rate 11 | WG |
Special Rate 12 | WH |
The ABI Harmonized Tariff Extract output records now display the additional special rates in the following new record identifiers:
Extract Reference File | Record Identifier |
Special Rate 9 | VE |
Special Rate 10 | VF |
Special Rate 11 | VG |
Special Rate 12 | VH |
(See ITT’s Online Archives or 03/08/10 news, (Ref: 10030810), for BP summary of CBP’s previous CSMS message on this topic -- CSMS #10-000062).)
According to CBP, the ABI record layouts can be viewed in the CATAIR that is posted on CBP’s Web site.
