CBP has issued a CSMS message announcing that the FDA's OASIS import system will be down for maintenance on April 24, 2010 starting at approximately 1:00 am and is not anticipated to be back up until 9:00 am. 2. CBP Announces April 22 Opening of Upland Cotton Quota
CBP has issued a memorandum announcing a special import quota of 15,053,653 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.93. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.) The quota period is April 22- October 18, 2010. To be counted under this quota, the cotton must be imported during this period and purchased not later than July 20, 2010. The opening date is April 22, 2010. 3. CBP Update on SW Border Fence Construction Progress
CBP has posted an update on the progress of the southwest border fence construction. According to CBP, as of April 9, 2010, CBP has completed roughly 645.8 miles of fencing (347.3 miles of primary pedestrian fence and 298.5 miles of vehicle fence) along the Southwest Border. 4. CBP Delays Implementation of Updated Carrier MOU
CBP has issued a notice announcing that it is delaying the implementation date on its revised Memorandum of Understanding on the Mitigation of Carrier Fines for Transporting Aliens Without Proper Documents. CBP has decided to delay full implementation of the revised MOU until July 30, 2010 to address questions from the trade community. CBP will hold a Question and Answer session to clarify any language concerns and answer any questions for the on May 18, 2010 in Washington, DC. 5. CBP Updates List of RLF Operational Locations
CBP has posted a document listing the Remote Location Filing operational locations. The list includes the port name, port code, the Electronic Invoice Program (EIP)/RLF coordinator, the phone number (and extension, if applicable), and the fax number for each location. 6. CBP Issues New ICP on Passenger Vessel Services Act

7. CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
