EPA Withdraws Mandatory Reporting GHG Rule on Corporate Ownership Info
On April 30, 2010, the Environmental Protection Agency published a notice in the Federal Register withdrawing its March 16, 2010 direct final rule amending the general provisions of the Mandatory Greenhouse Gas Reporting rule to require the submission of information on the corporate ownership or parent companies of emitting facilities.

EPA stated in its March 2010 direct final rule, General Provisions: Corporate Parent/NAICS Amendments, that if it received adverse comments by April 15, 2010, the direct final rule would not take effect and it would be withdrawn.
Because EPA received comments that could be construed as adverse, it is withdrawing the direct final rule. EPA will address those comments in a subsequent final action. It will not institute a second comment period on the action.
Rule Would Have Required Submission of Corporate Ownership Info
The March 2010 direct final rule would have required the submission of information to EPA on emitting facilities’ corporate ownership. This information would have included the emitting facility’s ownership or parent companies, the NAICS codes that apply to the facility, and an indication of whether or not reported emissions included emissions from a cogeneration unit.
