AD: Indonesia and Taiwan Polyethylene Retail Carrier Bags

The International Trade Administration is issuing antidumping duty orders on polyethylene retail carrier bags (PRCBs) from Indonesia and Taiwan (A-560-822 and A-583-843).

AD Liquidation and Refund Instructions

Because the International Trade Commission's final injury determination is based on the threat of material injury, the ITA will instruct U.S. Customs and Border Protection to terminate the AD suspension of liquidation for entries of PRCBs from Indonesia and Taiwan with time of entry prior to April 30, 2010 (the publication date of the ITC’s final injury determination).

The ITA will also instruct CBP to refund any cash deposits made and release any bonds posted from: (1) November 3, 2009 through April 29, 2010 for Indonesia; and (2) October 27, 2009 through April 29, 2010 for Taiwan.

AD Suspension of Liquidation Reinstated April 30

Suspension of liquidation is reinstated for all entries of PRCBs from Indonesia and Taiwan with a time of entry on or after April 30, 2010

AD Cash Deposit Requirements

The ITA will direct CBP to collect cash deposits on all unliquidated entries of PRCBs from Indonesia and Taiwan, with a time of entry on or after April 30, 2010, at the following AD duty rates (which are unchanged from the final determinations):
