ITA Pilot for Electronic Document Filing in AD/CV Proceedings Begins July 1
The International Trade Administration is implementing a pilot program from July 1 through September 30, 2010 to test an electronic system for submitting documents in certain antidumping and countervailing duty proceedings, entitled Import Administration’s Antidumping and Countervailing Duty Centralized Electronic Service System (IA ACCESS).

ITA requests comments on its proposed conduct of the pilot program by July 8, 2010.
IA ACCESS to be Implemented on Small Scale Prior to Rulemaking
The pilot program will implement IA ACCESS on a small scale to allow the ITA to evaluate and gain experience with operating an electronic filing system before amending its existing regulations. Implementation of the full electronic filing system will be accomplished through a later rulemaking. The ITA also intends to provide more detailed procedures prior to issuing regulations.
“Document Submission” Will be First of Three Phases for Pilot
IA ACCESS will be implemented in three separate phases, or releases, with each phase implementing an additional feature of IA ACCESS. This first pilot program beginning on July 1 only concerns the electronic submission of documents.
The pilot programs for the other two releases, (1) the electronic release of public documents and (2) the electronic release of business proprietary documents to authorized applicants, will be conducted at a later date.
Pilot Only for 14 AD/CV Proceedings, ITA to Contact Affected Parties
The pilot program will be in effect for interested parties participating in the AD and CV duty proceedings listed below. Parties in other AD and CV proceedings must continue to follow the current regulations.
The ITA will contact the parties to these proceedings individually concerning their participation prior to the pilot’s commencement, and participants should be prepared to provide feedback and suggestions for the improvement of IA ACCESS after completion.

Certain Paper Filing Requirements Waived for Participants
The ITA will also waive certain filing requirements in 19 CFR 351.303(c)(1)1 for parties participating in the pilot. In place of these requirements, where parties have filed a document electronically through IA ACCESS, they need only submit one signed original and one copy of a public document or one signed original and two public versions of a business proprietary document. All other filing requirements will remain in effect.
119 CFR 351.303(c)(1) currently requires that parties submit six paper copies of each submission of information in AD and CV duty proceedings.
