ITC Releases Compilation of Data on 2003-2009 Textile Imports from China

On June 16, 2010, the International Trade Commission released its first annual compilation of bi-weekly data on textile and apparel imports from China entitled “Textile and Apparel Imports from China: Statistical Reports, Annual Compilation 2009.”

Report Has Data from ITC’s “Monitoring Program” for Chinese Textiles, Apparel

In 2008, the House Ways and Means Committee requested that the ITC to collect data on Chinese textile and apparel imports and report back to the Committee on a regular basis. This “textile monitoring program” was in response to concerns that a market disrupting surge in textile and apparel imports from China could occur when the U.S.-China Memorandum of Understanding Concerning Trade in Textile and Apparel Products expired on December 31, 2008. Under the terms of the MOU, the agreed quotas for Chinese textiles and apparel ended on December 31, 2008.

The Committee did not request any analysis of the data, but rather sought the statistical data to allow it to monitor the volume and unit values of textile and apparel imports from China to determine whether a more comprehensive investigation was appropriate.

Report Provides Data by Category and HTS Number

The ITC’s report is an annual compilation of data that has been posted on a bi-weekly basis on the ITC web site. The data in the report are shown on an annual and quarterly basis, by category and by Harmonized Tariff Schedule (HTS) 10-digit numbers.

By category, annual data are provided from 2003 through 2009, and quarterly data are provided from first quarter 2008 through fourth quarter 2009. By HTS number, annual data are provided from 2007 through 2009, and quarterly data are provided from first quarter 2008 through fourth quarter 2009.

This report consists of a series of tables which provide Chinese textile and apparel import statistics, including:

  • Value of imports from China by category and HTS number
  • China share, by value, of total U.S. imports by category and HTS number
  • Quantity of imports from China by category and HTS number
  • China share, by quantity, of total U.S. imports by category and HTS number
  • Unit value of imports from China by category and HTS number
  • Unit value of imports from the world by category and HTS number
