India Carbazole Violet Pigment 23: Final Results of AD Duty Administrative Review

The International Trade Administration has issued the final results of its antidumping duty administrative review of carbazole violet pigment 23 from India for the period of December 1, 2007 through November 30, 2008.

(a) If the exporter is not a firm covered in this review, a previous review, or the AD investigation but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise;

(b) If neither the exporter nor the manufacturer has its own rate, the AD duty cash deposit rate will be 27.48%, the all-others rate published in the AD duty order.

Assessment Instructions

The ITA intends to issue appropriate assessment instructions directly to U.S. Customs and Border Protection within 15 days after July 1, 2010. The ITA will issue importer-specific assessment instructions for entries of subject merchandise during the review period.

The ITA adds that for entries of subject merchandise during the review produced by Alpanil for which it did not know its merchandise was destined for the U.S., the ITA will instruct CBP to liquidate any unreviewed entries at the all-others rate if there is no rate for the intermediate company(ies) involved in the transaction.
