ITC Posts July 1, 2010 Version of HTS to Web Site

The International Trade Commission has posted the July 1, 2010 Harmonized Tariff Schedule (Revision 1) to its Web site.

(Each year the July 1 version implements the Generalized System of Preferences (GSP) changes that take effect on that date, as well as other pending HTS updates, technical corrections, etc.)

Some GSP Changes in Initial Posting, Balance to be Added Soon

At the time Revision 1 was initially posted, it contained only some of the tariff changes required by Proclamation 8539, which amended the HTS to implement the tariff changes resulting from the 2009 Annual GSP Review.

The initial Change Record for Revision 1 only referenced the India gold jewelry GSP changes1 and the GSP General Note 4(d) changes. It did not reference the changes for Brazil shaped wood or Thailand radial tires and shrimp products, or the changes making certain beans and mixed vegetables GSP- eligible from all beneficiary countries.

(As Proclamation 8539 was published in the Federal Register on July 6, 2010, the missing GSP tariff changes are expected to be added soon.)

Costa Rica Sugar, FTAs, AGOA

Revision 1 also contains changes to certain Chapter 98 U.S. Notes (Costa Rica sugar) and free trade agreement (FTA) General Notes that result from recently issued Proclamation 8536 (2010), as well as changes to certain Chapter 98 U.S. Note AGOA changes that resulted from older Proclamations 8323 (2008) and 8468 (2009).

Worsted Wool Fabrics

In addition, the expiration dates for several Chapter 99 numbers (worsted wool fabrics) are modified to reflect their October 3, 2008 extension as a result of Public Law 110-343 (2008).

Certain Chapter 71, 72, and 73 Tariff Numbers

Lastly, changes at the statistical level (9th and 10th digits of the tariff number) that were approved by the 484(f) committee for HTS Chapters 71, 72, and 73 have been implemented in Revision 1.

1The initial Change Record for Revision 1 contained a typo. It listed 7113.19.21 twice (instead of also listing 7113.19.25). Both these subheadings lost GSP for products from India that are entered, or withdrawn from warehouse, for consumption on or after July 1, 2010.
