CITA Adds Lyocell/Cotton Fabric to DR-CAFTA Short Supply List

The Committee for the Implementation of Textile Agreements has determined that certain woven yarn-dyed fabrics of lyocell and cotton classifiable under HTS subheading 5516.13.0000 or 5516.43.00 cannot be supplied in commercial quantities in a timely manner by DR-CAFTA1 member countries.

(CITA received four DR-CAFTA commercial availability requests for lyocell fabrics. It extended its time period for consideration for the other three requests, as there were offers to supply such fabrics.)

Subject Fabrics Can be Sourced Outside DR-CAFTA in Unrestricted Quantities

CITA's designation allows these fabrics to be sourced from outside the DR-CAFTA member countries without destroying eligibility for DR-CAFTA treatment for certain apparel. CITA states that the subject fabrics are added to the list in DR-CAFTA Annex 3.25 in unrestricted quantities.

(The DR-CAFTA contains a list in Annex 3.25 for fabrics, yarns, and fibers that the DR-CAFTA Parties have determined are not available in commercial quantities in a timely manner in the territory of any Party. Articles that otherwise meet the rules of origin to qualify for preferential treatment are not disqualified because they contain one of the products on the Annex 3.25 list.)
