CBP Details Current AES Partnership Interfaces

AES has developed various levels of automated interaction with the following agencies:

Bureau of Industry and Security

BIS issues licenses for a variety of outbound commodities regulated by the agency and designation of categories of "exceptions" to licensing requirements.

BIS EEI data.Data pertinent to BIS is currently collected as part of the Electronic Export Information (EEI) transmitted by the AES filer: License Code, License Number, ECCN (Export Control Classification Number). The USPPI or Authorized Agent selects the appropriate License Code from the License Type Code Tables (includes BIS-approved Licenses, Special Comprehensive Licenses (SCL) and License Exceptions).

The USPPI or Authorized Agent enters an ECCN where applicable. The USPPI or Authorized Agent enters the approved BIS License Number for all BIS-approved Licenses and SCLs.

Validation.A system validation of outbound shipments is performed against BIS-approved Licenses and SCLs. CBP is the responsible agency for reviewing this export shipment information prior to departure.

License activity.BIS license activity is recorded in AES and extracted to BIS.1

Directorate of Defense Trade Controls

DDTC issues licenses for permanent exports and temporary exports and imports of defense articles, technical information and defense services.

DDTC EEI data.Data pertinent to DDTC is currently collected as part of the EEI transmitted by the AES filer: License Code, License Number/License Exemption Citation. The USPPI or Authorized Agent selects the appropriate License Code from the License (i.e., Permanent Export (DSP-5), Temporary Import (DSP-61), Temporary Export (DSP-73, and License Exemption, etc.).

DDTC license number. The USPPI or Authorized Agent enters approved DDTC License Number of the License Exemption Citation (i.e., CFR…) for all munitions shipments.

Validation. A system validation or outbound shipments is performed against DDTC-approved licenses. CBP is the responsible agency for reviewing this export shipment information prior to departure.

Decrementing DDTC licenses. The AES program for decrementing DDTC licenses has been implemented nationwide for the permanent export licenses (DSP-5s). This program allows the DSP-5 license to be decremented and calculates the new balance for the license even when the shipment departs from ports other than the port where the license is lodged. An informational message is returned to the AES filer when the value on the license has been exhausted and no further shipments can be made against the license.

Data on munitions licensing. CBP collects and transmits to DDTC data on export shipments subject to munitions licensing requirements.1

Census Bureau

The Census Bureau is responsible for determining statistical requirements and collecting, compiling and publishing statistics relating to U.S. exports, imports, balance of trade and transportation data relating thereto.

Commodity data. CBP collects and transmits to Census line item commodity data provided by the USPPI or Authorized Agent and certain transportation (manifest) data provided by the carrier on all export shipments.

Census edits. All line item data is subjected to Census edits provided for in the AES programs prior to acceptance of the data.

Nuclear Regulatory Commission

NRC issues licenses for shipments of nuclear material and equipment.

NRC EEI data. Data pertinent to the NRC is currently collected as part of the EEI transmitted by the AES filer: License Code, License Number/General License Citation.

The USPPI or Authorized Agent selects the appropriate License Code from the License Type Code Tables (i.e., Specific, General license). The USPPI or Authorized Agent enters the approved NRC Specific License Number or the General License Citation (i.e., CFR...) for all nuclear material/equipment shipments. CBP is the responsible agency for reviewing this export shipment information prior to departure.1

Office of Foreign Assets Control

OFAC issues licenses for certain export shipments that would otherwise be barred by specific country sanctions.

OFAC EEI data. Data pertinent to OFAC is currently collected as part of the EEI transmitted by the AES filer: License Code, License Number/General License Citation.

The USPPI or Authorized Agent selects the appropriate License Code from the License Type Code Tables (i.e., Specific, General license). The USPPI or Authorized Agent enters the approved OFAC Specific License Number or the General License Citation (i.e., CFR...) for allowable shipments to sanctioned countries. CBP is the responsible agency for reviewing this export shipment information prior to departure.1
