CBP to Revise ACE ABI CATAIR to Clarify Party Definitions for Entry Summaries

U.S. Customs and Border Protection has issued a CSMS message stating that revised ACE ABI CATAIR chapters for an upcoming ACE deployment will soon be posted to CBP's website.

Changes Include Modifications to Consignee and Delivered to Party

The changes will affect two ABI CATAIR chapters: Entry Summary Create/Update and Entry Summary Query, and will include changes to the Consignee and Delivered to Party definitions or the use of these terms.

Changes Expected to be Deployed on August 28

The deployment of these revisions to ACE is currently scheduled for August 28, 2010. CBP notes that the format and content of entry summary transactions currently submitted are compatible with the revised CATAIR specifications contained in these chapters. The CATAIR changes only involve the definitions of the parties to be used for the entry summary header and line data.

According to draft tables of changes for the two chapters, the following revisions will be deployed:

Entry Summary Query

  • Record Identifier 47: Revise party definitions to include the “Delivered To Party” at the line level.

Entry Summary Create/Update

  • Entry Summary Header Content (Record Identifier 11): Revise the Consignee party definition.
  • Article Party (Record Identifier 47): Replace the article party line Consignee with the Delivered To Party.
  • Entry Summary Filing - Usage Note (e) Entry Type Data Reporting Considerations: Revise the entry summary header Consignee party definition; eliminate the entry summary line level Consignee; and add the entry summary line level Delivered To Party definition.
  • Entry Summary Filing - Usage Note (f) Party Reporting: Revise the entry summary header Consignee party definition; eliminate the entry summary line level Consignee; and add the entry summary line level Delivered To Party definition.
  • Entry Summary Filing - Usage Note (i) Bond and Surety Reporting: Correct the bond type code as referred to for a single transaction bond.
  • Entry Summary Filing - Usage Note (ee): Add the entry summary header 11-Record Consignee; and eliminate the entry summary 47-Record Consignee.

CSMS messages will be issued when the chapters have been posted and again when the deployment has occurred.
