Highlights of the update include:

New ISF Disposition Codes Set to be Effective September 15

The following new disposition codes for actions associated with Importer Security Filings (ISFs) that were recently announced will be effective September 15, 2010. The dispositions codes will be returned in the ANSI X12 350 Set X4 Segment X407 Element and in the CAMIR RC Set R02 record position 16-17.

PSCs to Only be Used for Type 01 and 03 Entries, Certain Data Not Changeable

Post Summary Correction functionality, which is scheduled to be deployed in fall 2010, will allow the filer to make corrections to an ACE entry summary prior to liquidation. The PSC ABI transaction will replace the entire existing entry summary as a new version of the entry summary on file with CBP.

Trade participants will be able to submit PSCs for an existing ACE type 01 and 03 entry summary. Type 11, informal entries are not eligible for PSCs. PSCs will replace the existing Post Entry Amendment (PEA) hardcopy process for ACE entry summaries. PSCs will be processed through all existing validations including Census warnings. Liquidation will be automatically unset for PSCs so they can be processed.

The following data elements will not be changeable via a PSC:

  • Importer of record
  • Consolidated summary indicator
  • District/port of entry
  • Cargo release certification request indicator (including Department of Transportation (DOT) grouping. Food and Drug Administration (FDA) grouping and Participating Government Agency (PGA) grouping.)
  • Live entry indicator
  • NAFTA indicator
  • Reconciliation issue code
  • Preliminary statement print date
  • Periodic statement month
  • Statement client branch identifier
  • Location of goods
  • Any release detail (release entry filer code, release entry number)

Additional information will be made available before the deployment.

CBP to Reject Entry Summaries with Unknown MIDs Effective September 15

CBP is discontinuing the use of the unknown Manufacturer Identification Number (MID) as data to report the manufacturer (or supplier) effective September 15, 2010. CBP sources have stated that after this date, entry summaries reporting unknown MIDs will be rejected, including those filed in ACE.

Authorized Data Extract Report Size Doubled

The number of rows available when running an Authorized Data Extract report increased from 1,000,000 to 2,000,000 rows effective August 1, 2010. The data is returned in a raw data format and will need to be saved in an “Excel” or “CSV” format for data manipulation.

CBP notes that an ADE report should be used when the data requested in one report exceeds the current data quantity limitation of 65,000 rows. Only the Trade Account Owner or the Proxy Trade Account Owner can schedule ADE reports.
