Reminder: DDTC Will No Longer Accept Paper CJ Requests Beginning Sept 3
The Directorate of Defense Trade Controls has issued a reminder that effective September 3, 2010, it will no longer accept paper submissions of Commodity Jurisdiction requests.

(The purpose of a commodity jurisdiction request is to determine whether an item or service is covered by the U.S. Munitions List and therefore subject to export controls administered by the State Department.
The State Department previously issued a final rule amending the International Traffic in Arms Regulations to require electronic submission of requests for commodity jurisdiction determinations beginning September 3. See ITT's Online Archives or 08/04/10 news, 10080403, for BP summary.)
Electronic DS-4076 Must be Used On or After Sept 3
On and after September 3, 2010, all CJ requests must be made electronically via EFS utilizing the DS-4076 Commodity Jurisdiction Request Form. Paper submissions received after that date will be Returned Without Action.
