Revised Draft Implementation Guidelines for M1

U.S. Customs and Border Protection has issued a CSMS message announcing that revised draft Implementation Guidelines (IGs) for the deployment of ACE M1 (e-Manifest: Ocean and Rail) have been posted.

CBP sources state that while there is no official deployment date for M1, it is expected to be deployed sometime in 2010. CBP sources previously stated that they expected to publish a Federal Register notice in summer 2010 seeking volunteers for the M1 pilot. M1 has been delayed multiple times due to software defects. The cost overruns and schedule delays associated with the M1 project have further impacted the cost and schedule performance of the overall ACE program.

IGs Contain Updates Since February 2010 Versions

These IGs contain updates identified since the February 2, 2010 versions were posted to the website. Changes are identified in the change documents provided with each IG and exist mostly in notes and tables.

IGs Not Expected to Substantially Change

These IGs are not expected to substantially change and are being provided in this manner to allow users sufficient time to identify programming changes. CBP notes that Appendices D and H for the ACE Ocean Manifest IGs are now considered complete.

CBP will identify any additional changes as they occur and will endeavor to retain version control. This version is being identified for CBP purposes as M1 Version 1.3 dated August 2010.

CBP has also posted one new and several updated draft ACE ABI CATAIR documents to its website for the future release of ACE M1. (See ITT’s Online Archives or 09/02/10 news, 10090210, for BP summary.)
