CBP Temporarily Delays Deployment of ESAR Enhancements

U.S. Customs and Border Protection has issued a CSMS message announcing that it is delaying the deployment of enhanced ACE capabilities related to Entry Summary, Accounts and Revenue (ESAR) that was scheduled for October 3, 2010.

The functionality will be deployed in the “near future.” CBP notes that this should not be confused with the delayed deployment of Post Summary Correction (PSC) functionality, which has been delayed until spring 2011.

The delayed ESAR functionality that is expected to be deployed in the near future is:

Ability to Respond to Both ACS and ACE CBP Forms 28, 29, 4647

ACE portal account holders who have the ability to select “portal” as their mode of communication will be able to view and respond to CBP Form 28 (Request for Information), CBP Form 29 (Notice of Action), and CBP Form 4647 (Notice to Mark/Notice to Re-Deliver) via the ACE Portal for all entry summaries (ACS and ACE entry summaries) for such forms created in ACS or ACE.

(According to CBP sources, portal account holder can currently only respond to the forms if they were created in ACE.)

CBP notes that the agency can only post forms to one Portal account.

Redesigned “Entry Summary Universe” to Improve ACE Reports

The Entry Summary Universe will be redesigned to make it easier to use and to provide additional flexibility when creating and modifying ACE Entry Summary reports. The redesign will resolve numerous incompatibility issues previously experienced when running Entry Summary reports. In addition, data objects in the Entry Summary Universe will appear in alphabetical order within each report class and sub-class.

Ability to View PSC Data Objects, But No Data in Reports

Although users will see the new PSC data objects listed in the Entry Summary Universe, no data will be returned if selected. Trade users will be notified via a CSMS message and the ACE Portal News tab when PSC data elements are available for inclusion in ACE Entry Summary reports.
