Changes Identified in CBP's Revised ICP on Cutlery
CBP has posted a revised (March 2011) version of its informed compliance publication entitled "What Every Member of the Trade Community Should Know About: Cutlery of Headings 8211 through 8215 of the Harmonized Tariff Schedule of the United States."

The revised ICP contains the following two changes, according to CBP sources:
Knives with stainless steel handles that contain nickel. For knives with stainless steel handles, the amount of nickel considered to not be "significant" is a content of less that 0.3%. The February 2010 version of this ICP listed the percentage as 0.03%. (See page 11, footnote 7 of new ICP for correct information.)
SFTA rate for HTS 8215 cutlery sets. The applicable "Special" Column 1 duty rate for HTS 8215 cutlery sets under the Singapore Free Trade Agreement (SG) for cutlery sets of HTS 8215 is now listed as "free" (like the other preference programs listed in that column). The February 2010 version of the ICP stated that the rate of duty of the cutlery set was the rate of duty applicable to the article in the set subject to the highest rate of duty (which is also the Column 2 duty rate).
