The schedule for deployment moving forward is tentative and subject to change, but FDA’s goal is to deploy to all of the remaining import districts by the end of the year.

PREDICT Already Deployed to 11 Districts

PREDICT replaces the electronic screening function of OASIS,2 and was first launched in the Los Angeles District in September 2009 and then in the New York District in March 2010. In April 2010, FDA suspended the rollout of PREDICT to other districts due to software and other problems.

PREDICT was then deployed in the Seattle and San Francisco Districts in the second half of September 2010.

In April 2011, FDA deployed PREDICT to Florida and San Juan Districts. The FDA Commissioner recently testified that if the deployment of PREDICT to the Florida and San Juan Districts was successful, PREDICT would be rolled out across the country.

Since then, FDA has deployed PREDICT to the Atlanta, Cincinnati, Minneapolis, New Orleans, and Philadelphia Districts.

1PREDICT is the acronym for “Predictive Risk-Based Evaluation for Dynamic Import Compliance Targeting.”

2OASIS is the acronym for “Operational and Administrative System for Import Support,” a legacy system that has been in effect since 1998. MARCS (Mission Accomplishments and Regulatory Compliance Services) Import Entry Review will eventually replace all of OASIS. PREDICT is integrated into the MARCS Import Entry Review System, and the two are being rolled out together.
