Details of Non-CPSC July 1 HTS 484(f) Statistical Changes
International Trade Commission sources have provided a document listing the statistical changes to the Harmonized Tariff Schedule that took effect July 1, 2011 for certain berries, sugar, fruit juices, plastic bags, lined paper, steel bars, and lamp posts and their bases.

These changes had been approved by the Committee for Statistical Annotation of Tariff Schedules (484(f) Committee). According to ITC sources, the 484(f) Committee is responsible for considering government and private sector requests for changes at the 9th and 10th digit level for tariff numbers, their unit of quantity, and/or written description.

The following HTS changes (plus the CPSC-requested changes for toys) took effect July 1, 2011:
HTS Chapter 8
Raspberries, blackberries, mulberries and loganberries
0810.20.9040 -- discontinued -- transferred to new 0810.20.9090 and 0810.20.9030
0811.20.4000 -- discontinued -- transferred to new 0811.20.4030 and 0811.20.4090

Sugar
The following new statistical note is being added to HTS Chapter 17:
“For the purposes of heading 1701, the term “further processing” means performing those actions to further improve the quality of sugar by a refiner through affination or defecation, clarification and further purification by absorption or crystallization.”
