CBP Still Plans to Push Document Imaging to PGAs in Aug, Finish PGA Set Tech by Oct

On August 16, 2011, U.S. Customs and Border Protection posted an update on the status of the Automated Commercial Environment (ACE). CBP outlines and provides certain statistics on deployed ACE capabilities, such as ACE Secure Data Portal, Periodic Monthly Statement (PMS), Participating Government Agency access to ACE, electronic filing of e-Manifest: Truck, entry summaries, and Importer Security Filing (ISF).

41 Entities File ACE ABI Summaries, e-Manifest Truck Is 29% Faster

Among other things, CBP states that 41 approved entities are now authorized to file ACE entry summaries using the Automated Broker Interface (ABI), and almost half a million summaries have been filed since functionality was introduced in April 2009. Regarding e-Manifest: Truck, CBP states that the primary processing time for trucks is approximately 29% faster nationwide than prior to the implementation of ACE e-manifest: Truck.

PGA Message Set Technology Targeted for Completion in October, Which PGAs to Use DIS to be Determined

CBP also provides an update on the project status of: (i) ITDS initiatives, which include PGA interfaces/interoperability, PGA Message Set, and Document Image System; (ii) e-Manifest: Rail and Sea (M1), which is scheduled for full deployment in the winter of 2012; and (iii) Cargo Release.

With regard to the PGA Message Set, CBP states it will build the technology that supports collection of the message set by October 2011. (According to CBP, the PGA Message Set will provide a single window through which the trade community can efficiently supply required data electronically.)

For the Document Imaging System, the update states that CBP plans to use "Web services" technology to push these imaged forms and corresponding meta data to PGAs. The standards for the web services will be delivered to PGAs by August 2011. Discussions with PGAs will be undertaken to determine which agencies will be ready for testing this functionality.

(CBP has stated that DIS will facilitate the automated submission of documents and specific data by trade participants to CBP, and will be made available for review by CBP and PGAs via the DIS application.)

CBP states that for ACE cargo release, it will begin with an anticipated contract award in early FY 2012. (CBP has said that ACE cargo release will provide for the collection of additional data elements to support CBP as well as the PGAs. It includes ITDS/PGA admissibility, the filing of release data, and corresponding responses, etc.)
