OFAC Publishes Syria General Licenses 11 and 12 on Non-Profits and Consular Funds

On September 27, 2011, the Office of Foreign Assets Control issued two new General Licenses for Syria. General License No. 11 authorizes the export or reexport of certain services in support of nongovernmental organizations' non-profit activities, provided they do not benefit certain blocked persons. General License No. 12 authorizes third-country diplomatic and consular funds transfers provided the transfer is not to certain blocked persons.

The services allowed by GL No. 11 include certain activities that support humanitarian projects, democracy building, education, and non-commercial development projects. The license states that nongovernmental organizations are authorized to engage in transactions with the Syrian Government that are necessary for these activities, including the payment of taxes, fees and import duties, etc, as well as the exportation and reexportation of services under specific licenses, if necessary, on a case-by-case basis.
