OFAC Publishes Syria General Licenses 13 and 14 on Overflights and Telecommunications
On October 3, 2011, the Office of Foreign Assets Control issued two new General Licenses for Syria. General License No. 13 authorizes certain services in connection with the overflight or emergency landing of U.S. owned aircraft in Syria provided no payments are made to certain blocked persons and General License No. 14 authorizes transactions with respect to telecommunications provided that no payment involves certain debits to an account of the Government of Syria or are to certain blocked persons.

Specifically, GL 14 states that all transactions with respect to the receipt and transmission of telecommunications involving Syria are authorized provided that no payment pursuant to this general license may involve (1) any debit to an account of the Government of Syria on the books of a U.S. financial institution, or (2) any transaction with a person other than the Government of Syria whose property and interests in property are blocked pursuant to Executive Orders 13338, 13399, 13460, 13572, 13573, and 13582.
GL 14 does not authorize: (1) the provision, sale, or lease to the Government of Syria or to a person in Syria of telecommunications equipment or technology; or (2) the provision, sale, or lease of capacity on telecommunications transmission facilities (such as satellite or terrestrial network connectivity) to Syria.
