ISF Progress Reports Will Have to Be Obtained Thru ACE Portal
CBP states that currently, ISF Progress Reports may be obtained via email or through the Automated Commercial Environment (ACE) Portal. However, after December 31, they will only be able to be obtained through the ACE Portal.
(In 2009, CBP issued an interim final rule pursuant to the SAFE Port Act of 2006, to require importers to submit an Importer Security Filing containing 10 data elements in advance to CBP, and also required vessel operating carriers to provide two additional data elements to CBP for non-bulk cargo shipments arriving into the U.S. by vessel.)
(See ITT's Online Archives 11100402 for BP summary of CBP stating that it is continuing to roll out new ISF capabilities, including joint ISF/ACE summary reports, etc.
See ITT's Online Archives 11091503 for BP summary of CBP stating that importers will have access to the progress reports that they currently receive via email in ACE and that progress reports will also be available for filers and sureties.
See ITT's Online Archives 11092805 for BP summary of how CBP would use ISF data for simplified release.
In April 2011, CBP deployed two capabilities in the ACE Portal to allow (i) infrequent importers to file an ISF (limited to two per day and 12 per year) and (ii) small importers to access to their ISF progress reports. See ITT's Online Archives 11083113 for BP summary.)
