CBP Plans DIS Pilot for Single Bonds, then STB Remote Entries

U.S. Customs and Border Protection officials stated at the September 2011 annual NCBFAA conference that the agency is currently using the Document Imaging System internally for emailed single transaction bonds. However, they are working with select individuals to develop a plan to expand its use, and hope to issue a Federal Register notice announcing a pilot in a few months on regularly accepting STBs via DIS.

Pilot Would also Move CBP Toward Allowing STBs for RLF Entries

Officials state that this pilot will also move CBP toward allowing entries secured by STBs to be filed remotely using Remote Location Filing (RLF).

CBP to Limit DIS to ACE Entry Summary Filers Only

Note that in the September-October 2011 ACE Trade Account Owner (TAO) Update, CBP stated that access to DIS capabilities and the Participating Government Agency (PGA) Message Set will be available to ACE entry summary filers and ACE entry summaries only, in order to encourage filers to move to the Automated Commercial Environment. (CBP has recently noted that about 46 entities are filing entry summaries in ACE as of October 2011, and officials have estimated that such summaries represent less than 1% of all entry summaries filed. Recently CBP and the National Customs Brokers and Forwarders Association of America announced their formation of a partnership to encourage the industry to move to ACE.
