CBP Expects FTZ E214 In-bond Arrival & Deletion Fixes by End of Month

U.S. Customs and Border Protection has issued CSMS #11-000263 on two problems associated with the M1 (e-Manifest: Ocean and Rail) drop, one affecting the e214 filer and air in-bonds and the other affecting the 'replacement' (FT process) of FTZ admissions. CBP/OIT intends to have the fixes delivered to the production environment by the end of the month.

e214 Filer Cannot Arrive In-Bonds Using FZ Application

CBP states that since the M1 drop, an e214 filer cannot arrive an in-bond associated with an air waybill using the FZ application. CBP/OIT programmers are aware of the issue, have identified the problem and are in the process of delivering the fixes to the production environment.

However, it is the responsibility of the bonded carrier to ensure the arrival of the in-bond and not the FTZ operator/e214 filer unless their bond has been obligated as the bonded carrier. The in-bond can be arrived by submitting the in-bond documentation to the local CBP office. This is a CBP issue and the local ports should continue to arrive the in-bonds until CBP/OIT delivers the programming to production. (The e214 is CBP's electronic Foreign Trade Zone application.)

FTZ Online System Suppressing Delete Notification when Admission Being 'Replaced'

Also, with the M1 drop when an admission is being ‘Replaced’ (FT process) the FTZ online system is suppressing the delete notification but an M1 notification program is sending out the notification in an untimely manner because the program runs periodically and does not realize that these event notifications should not be sent in this particular process. CBP/OIT is aware of the issue as well and is in the process of delivering the fixes to the production environment. CBP/OIT intends to have the fixes delivered to the production environment by the end of the month.
