CBP Posts CATAIR Changes for PGA Message Set

U.S. Customs and Border Protection has posted documents on changes to the Customs and Trade Interface Requirements (CATAIR) regarding the PGA Message Set. Specifically, changes were made to the Chapter on Participating Government Agencies (PGA), which presents records that provide data to government agencies that will participate with modernization of the automated cargo systems. Changes were also made to Appendix T, which provides codes and qualifiers for the PGA Message Set.

Background

The PGA Message Set creates a single, harmonized set of information that will be collected electronically from international traders by CBP on behalf of the PGAs, thereby allowing CBP and the PGAs to make decisions about what cargo can come into the U.S. without the myriad of paper forms currently required.

CBP has stated that only ACE summary filers will receive the PGA message set. (See ITT’s Online Archives 11101720 for summary.)

In CBP’s October 2011 ACE update, the agency noted that the PGA Message Set was approved by the ITDS Board of Directors on May 19, 2011, and CBP published the implementation guides for the PGA Message Set on June 3, 2011. CBP stated it is building the technology that supports the collection of this PGA Message Set, and that it intended to push out the release in November 2011. In its September 2011 Monthly Committee Report, the Trade Support Network’s (TSN) Account Management Committee noted that as part of Cargo Release, the trade community was requesting the ability to make changes to the PGA Message Set via EDI and through the ACE Portal, and that all PGA data elements be available in ACE Reports.
