COAC to Meet on Broker Revision, C-TPAT, Bonds, Etc. on Dec 7
U.S. Customs and Border Protection is announcing that the Advisory Committee on Commercial Operations of U.S. Customs and Border Protection (COAC) will meet on December 7, 2011 in Washington, D.C. There will be comment opportunities before and during the meeting, and the registration deadline to attend or listen to the webcast is December 5.

COAC to Consider 4 Topics: C-TPAT/Pre-Inspection, Border, IPR, AD/CV
The COAC will hear from the following subcommittees on the topics listed below and then will review, deliberate, and formulate recommendations on how to proceed on those topics:
- C-TPAT, pilots, FAST. Expansion of the Customs and Trade Partnership Against Terrorism (CTPAT) program, Pre-inspection pilots, and Enhancement of the Free and Secure Trade (FAST) program.
- Border council. Update on discussions with members of the Border Interagency Executive Council (BIEC).
- IPR surveys. Results of the two IPR surveys (IPR Partnership Program Survey and IPR Distribution Chain Management survey).
- AD/CV. Analysis of various duty collection systems.
Comments on the 4 Topics May be Submitted by Dec 2 or During Meeting
CBP is inviting advance written public comment on these four issues. Comments must be submitted no later than December 2, 2011 and identified by USCBP-2011-0045.
There will also be three public comment opportunities during the meeting on December 7, 2011. On-site speakers are requested to limit their comments to three minutes. Comments can also be made electronically anytime during the COAC meeting webcast, but webcast participants will not be able to provide oral comments. Comments submitted electronically will be read into the record during the three public comment periods.
COAC to Receive Update on ACE, Bonds, ACAS, Broker Revision
The COAC will also receive an update and discuss the following CBP Initiatives and Subcommittee topics that were discussed at its October 4, 2011 meeting:
- ACE - status update on the automation of Ocean and Rail manifest, Cargo Release, and other CBP automation pilots in the Automated Commercial Environment (ACE).
- Bond centralization - centralization of single transaction bonds and Coordination of bond issues that apply to other subcommittees.
- ACAS pilot - the Air Cargo Advance Screening (ACAS) pilot and the industry input provided towards finalizing a working strategy document for public release.
- Trade facilitation - status update on feedback received by CBP on previously submitted recommendations.
- Role of the broker - status update on feedback received by CBP on previously submitted recommendations.
Webcast Day of Meeting and for On-Demand Viewing
CBP will host a free webcast of the December 7, 2011 COAC meeting via the Internet. The COAC webcast will also be recorded and will be made available for subsequent on-demand viewing for 30 days.
