CBP Gives "Heads Up" on Future PGA Hold Messages for Cargo Release

U.S. Customs and Border Protection is notifying ABI filers that new PGA Manifest Hold functionality is expected to be added to the Cargo Release Entry System (moved to production) in 90 days. This new functionality will accommodate the ACE M1 Multi Modal Manifest (MMM) System for Ocean and Rail.

CBP lists the CATAIR changes as follows:

  • The ACS CATAIR (Customs and Trade Automated Interface Requirements) Chapters CRL (Cargo Release) and CMQ (Cargo Manifest Status Query) will be modified to send a revised R7 Output record with PGA Manifest Hold Status message(s) when appropriate for an entry.
  • For the CATAIR Chapter CRL, Cargo Release Application, Identifier RR, the R7 Output record will be modified to send the new PGA Manifest Hold status message(s) when appropriate for an entry.
  • For the CATAIR Chapter CMQ, Cargo Manifest Status Query, Application Identifier IS will be modified to add the new R7 Output record, which will be added to send the new PGA Manifest Hold status message(s) when appropriate for an entry.
  • The new Appendix U (on PGA Manifest Hold Status Messages) will be added with the list of all PGA Manifest Hold status messages that can be sent in the R7 record.

According to CBP, another CSMS message will be issued when this functionality is deployed.
