ITC Updates Online Preliminary Version of 2012 HTS, Etc.

The International Trade Commission has posted an updated preliminary version of the 2012 Harmonized Tariff Schedule to its website, which is effective on January 1, 2012. ITC states that this preliminary version will not be sent to the Government Printing Office for printing and distribution. The prior preliminary version had contained at least one error.

Contains 484(f) but not WCO changes. While this preliminary version does not contain the hundreds of tariff changes recommended by the World Customs Organization, it does contain all of the 484(f) Committee changes approved to take effect on January 1, 2012, as well as other non-WCO related changes such as staged duty reductions under existing free trade agreements, etc. that have a January 1 effective date.

484(f) omission corrected. On December 22, ITT staff had informed ITC staff that it found at least one 484(f) omission in the posted 2012 preliminary tariff. ITC staff corrected this omission and was instructed to check to see if any other tariff files were posted in error (there are several versions of the 2012 HTS, due to the pending WCO changes, etc.)

2012 HTS to be sent to GPO after WCO Proclamation. The ITC states that it will send the 2012 HTS to the GPO for printing and distribution to subscribers once the Proclamation is published in the Federal Register. The ITC states that the WCO changes will take effect 30 days after the publication date of the Proclamation.
