LA/LB CBP Posting CD of Bulletin Notices of Liq to Facilitate Copying

The Los Angeles Field Operations branch of U.S. Customs and Border Protection has issued a Public Bulletin to announce that the LA/Long Beach Seaport is posting the “official” Bulletin Notices of Liquidation -- CBP Forms 4333 -- on a compact disk as of January 6, 2012 for three port codes. According to CBP sources, this change facilitates requests for copies, as it will be less burdensome than copying from the paper version.

(CBP is statutorily mandated to post an “official” bulletin notice of liquidation, which is distinct from the unofficial courtesy notices of liquidation available through various means.1)

LA/LB Can Now Extract Bulletin Notices from a CD, Still Print for Free

From January 6, 2012, for port codes 2704, 2709, and 27132, CBP Forms 4333 will be saved on a CD and posted in the lobby of the Financial Team at 301 E. Ocean Blvd., Long Beach, CA. If an importer or their representative goes to the Financial Team office to request a printed copy of a bulletin notice of liquidation for a particular entry summary, personnel in the Financial Team are now able to extract and print the information from the CD for them free of charge. CBP sources state that there will no longer be a need to take the bulky paper version to a copying room with a CBP employee to print a free copy of a particular bulletin notice of liquidation (but this can still occur if the importer or its representative requests it).

1On September 17, 2011, CBP discontinued printing and mailing paper courtesy notices of liquidation to importers of record whose entry summaries are filed via the ABI. Importers of record whose entry summaries are not filed through ABI continue to receive paper courtesy notices of liquidation on CBP Form 4333-A. (See ITT's Online Archives 11081706, 11091508 and 11091508 for summaries of CBP's final rule on the discontinuation of paper courtesy notices of liquidation for ABI-filed entries and of the last paper liquidation notices for ABI summaries having Sept 18, 2011 print dates. See ITT’s Online Archives 11110114 for summary of a CBP webinar on a recently created ACE report (AM-100 Report) for importers that contains courtesy notice of liquidation information.

2Port code 2704 is for the Los Angeles/Long Beach seaport; Port code 2709 is for San Pedro; and Port code 2713 is for Port Hueneme. (Note that the Port code for Los Angeles International airport is 2720 and is not included.)
