CBP ACE User Guides on AD/CVD, Blanket Decs, and Entry Banks
U.S. Customs and Border Protection has posted February 2012 user guides for the Automated Commercial Environment (ACE) on antidumping and countervailing duty cases and messages, blanket declaration records (e.g. importer certifying statement, NAFTA certificate of origin), and entry banks for BRASS, FAST, and Rail Line Release.

- AD/CVD Cases and Messages. An AD/CVD case is created upon initiation of an AD/CVD investigation based on the company and country under investigation. The case information is maintained electronically to reflect case and company specific information, including milestone dates and cash deposit rates. All users will be able to search for and display an AD/CVD case. Numerous filters, which are not case sensitive, are available to aid in searching for a case. (here)
- Blanket Declaration Records. Four types of blanket declarations (statements made by the importer or his/her agent that support a claim made with regard to imported merchandise) are supported in the ACE Secure Data Portal: (1) Affidavit of Manufacture, (2) Importer Certifying Statement, (3) Non-Reimbursement Blanket Statement (Antidumping/Countervailing Duty), and (4) North American Free Trade Agreement (NAFTA) Certificate of Origin. Declaration records created in ACE can be viewed nationally by CBP and by trade account users who have access to the “Declarations” hyperlink. (here)
- Entry Bank User Guide. Brokers and self-filers that participate in Border Release Advanced Selectivity System (BRASS) and Free and Secure Trade (FAST) can use the ACE Secure Data Portal to create entry banks. Brokers and self filers can (1) set up their own entry banks without dependency on CBP, (2) instantly see what percentage of each bank has been used by viewing the list of the banks, (3) create a national BRASS entry bank to be used for all ports, and (4) create and maintain entry banks for “Rail Line Release”.
