China Saccharin: Prelim Results of AD Admin Review
The International Trade Administration issued the preliminary results of its administrative review of the antidumping duty order on saccharin from China (A-570-878) for 12 manufacturer/exporters, which announce the ITA's intent to rescind the AD review with respect to one manufacturer/exporter, Kingchem LLC, due to a timely withdrawal of the Petitioner's request for administrative review with respect to Kingchem, find that the China-wide rate of 329.94% applies to the 4 reviewed China manufacturer/exporters1, and determine that the 6 reviewed third-country manufacturer/exporters2 will have AD rates applicable to their Chinese suppliers. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for this company.

1The ITA found that none of the four reviewed Chinese manufacturer/exporters qualified for a separate rate as they did not submit separate rate or certifications. These four Chinese manufacturer/exporters are: Pingdingshan Coal Group Kaifeng Xinghua Fine Chemical Plant; Tianjin Changhie Chemical Co., Ltd.; Tianjin North Food Co., Ltd.; and Hangzhou Embaiking Pharmaceutical Corp. Ltd.
2U.S. Customs and Border Protection data reviewed by the ITA did not show any reviewable entries of subject merchandise made by the following third-country exporters: Escalade Ltd. / Escalade Israel Ltd.; The High Trans Corporation; The Seicheng Chemical Company (aka Sei Cheng); Yuan Shan Co., Ltd.; Sin-Ho Trading Co. Ltd. (aka Xin He); Long Hwang Chemicals Co. Ltd.; and Sun Disc Company, Ltd. Because these companies are located outside of China, and they do not have individual exporter rates, the ITA preliminarily determines that their entries of subject merchandise will be assessed at the rate applicable to their China suppliers.
