WTO Reviews 26 New Safeguard Measures; Wine and Textiles of Concern

The World Trade Organization said the Committee on Safeguards reviewed 26 safeguard actions taken by WTO members since October 2011, of which six were from Turkey and five from Indonesia, at a meeting on April 27, 2012. Other members reporting safeguard actions were Brazil, Dominican Republic, Egypt, India, Israel, Jordan, Mexico, the Philippines and Ukraine.

The WTO said certain members expressed concerns over the following safeguard investigations: Brazil’s investigation on wine, Egypt’s investigation on cotton textile and mixed cotton textile, Egypt’s investigation and imposition of a provisional measure on cotton yarn, and Israel’s investigation on glass wool and wool rock. Several members expressed their concerns about the large number of cases being taken by Indonesia.

Proposal to Define Procedures for Committee Findings of Whether Measures Comply

The WTO said Ecuador, Cuba and Turkey submitted a joint proposal on defining procedures to be followed by the Committee when determining whether or not a safeguard measure complies with the procedural requirements of the Safeguard Agreement (Article 13.1(b) request). Several members said they preferred the ad hoc approach, as decided by the Committee in 1996.
