BIS 2011 Wassenaar Changes Rule Set for Publication After OMB Approval
The Office of Management and Budget approved the Bureau of Industry and Security’s final rule to implement the Wassenaar Arrangement December 2011 Plenary Agreement’s changes in the Export Administration Regulations. BIS’ final rule will be published in the Federal Register soon.

(A December 2011 Plenary meeting of the Wassenaar Arrangement adopted Best Practices Guidelines on Internal Compliance Programmes for Dual-Use Goods and Technologies, Best Practices Guidelines on Subsequent Transfer (Re-Export) Controls for Conventional Weapons Systems, revised Elements for Objective Analysis and Advice concerning Potentially Destabilising Accumulations of Conventional Weapons, and Elements for Controlling Transport of Conventional Arms between Third Countries, and introduced a number of amendments to the control lists.)
