COAC Export Subcommittees Looking at Mutual Recognition Programs, Data Sharing

Export related subcommittees of CBP’s Advisory Committee on Commercial Operations (COAC) said they're evaluating current export policies, Mutual Recognition Partners programs, and data sharing, among other things, according to documents released in the lead up to the Aug. 15 COAC meeting in Seattle. The Subcommittee on Exports provided a progress report, while the newly-established Subcommittee on Export/Outbound Cargo released its work statement.

Subcommittee on Exports. The COAC Subcommittee on Exports, formed in July 2011, said its work plan is as follows during this COAC term:

  • Evaluation of existing programs in conjunction with other government agencies to assess ability to support the objectives and to identify gaps.
  • Evaluation of Mutual Recognition Partners programs to gather specific process and data requirements for U.S. exports which if satisfied will provide desired benefits to foreign importers under a trusted trader concept.
  • Examination of current export policies in light of NEI, the National Strategy for Global Supply Chain Security and any gaps in U.S. policies and programs identified in the evaluation of Mutual Recognition partner’s AEO program requirements, and a gap analysis and recommendations to the COAC for deliberation and action.
  • Develop a work plan to analyze current data, flows and timing, and will evaluate systems capability to support timely sharing of data to support the vision.

The Export Subcommittee also said it would present recommendations to CBP on areas of opportunities that have been reviewed to assist the CBP efforts in partnering for U.S. exports by the next public COAC meeting.

Subcommittee on Export/Outbound Cargo. Meanwhile, the Export/Outbound Subcommittee, established at the May 22 COAC meeting in Savannah, said it has been focused on developing its statement of work. Specifically, the work of the subcommittee will include:

  • Identifying existing programs that could be leveraged, both within the U.S. Government and globally.
  • Assessing current export policies and the impact of international policies and provide recommendations based on the findings.
  • Providing recommendations for a strategy to harmonize systems, data processing and sharing of information.
