ITA Solicits 2013 TRQ Applications for Persons Who Cut/Sew Worsted Wool Fabrics

The International Trade Administration issued a notice soliciting applications from persons1 who cut and sew men's and boys' worsted wool suits, suit-like jackets, and trousers in the U.S. for an allocation of the 2013 tariff rate quotas on certain worsted wool fabric. Applications must be received or postmarked by 5 p.m. Oct. 22.

(The TRQs2 provide a reduced duty rate on limited quantities of two types of worsted wool fabrics suitable for use in making suits, suit-type jackets, or trousers: (1) worsted wool fabric with average fiber diameters greater than 18.5 microns containing 85% or more by weight of wool (Harmonized Tariff Schedule heading 9902.51.11); and (2) worsted wool fabric with average fiber diameters of 18.5 microns or less containing 85% or more by weight of wool (HTS 9902.51.15) (previously HTS 9902.51.12).

The TRQ for HTS 9902.51.11 is 5.5 million square meters annually, and the TRQ for HTS 9902.51.15 is 5 million square meters annually. The TRQs are in effect through 2014.)

Application Forms Due by Oct 22

In order to receive an allocation, an applicant must submit the required form to the Office of Textiles and Apparel by Oct. 22. There are two separate license applications, one for subject apparel entered under 9902.51.11 (Form ITA-4139P), and one for subject apparel entered under 9902.51.15 (Form ITA-4140P). ITA to Post Allocation Notice in Federal Register

The ITA said it will publish its determination to allocate the 2013 TRQs in the Federal Register and will notify applicants of their respective allocation as soon as possible after that date.
