Coalition Files AD/CV Petitions on China Hardwood Plywood

The Coalition for Fair Trade of Hardwood Plywood filed antidumping and countervailing duty petitions with the International Trade Administration and International Trade Commission Sept. 27, alleging that Chinese hardwood plywood is illegally subsidized and is being sold at less than fair value in the U.S. The antidumping petition alleges AD rates averaging 310.02 percent.

According to the petition, U.S. imports of hardwood plywood from China have increased in volume and have captured U.S. market share at the expense of domestic producers. “Because of significant underselling by unfairly traded imports from China, U.S. producers have lost a substantial volume of sales, resulting in extremely low rates of capacity utilization and a razor thin profit margin,” said the petitioner.

The petition said the following Harmonized Tariff Schedule subheadings account for “all or almost all” of the imports of the proposed subject merchandise: 4412.10.05, 4412.31, 4412.32, 4412.39, 4412.94, and 4412.99.

The ITA is accepting comments on domestic industry support for the petitions to determine whether the petitions meet the dual requirements of support by domestic producers or workers accounting for (1) at least 25% of the total production of the domestic-like product and (2) more than 50% of the production of the domestic-like product produced by that portion of the industry expressing support for, or opposition to, the petition. If the petitions meet these requirements, among others, the International Trade Administration will initiate antidumping and/or countervailing duty investigations. Comments are due by about Oct. 17, 2012.
