- Land-locked countries urged to play bigger role. Arancha Gonzalez, Chief of Staff of WTO Director-General Pascal Lamy, in a speech on March 20, 2013, urged landlocked least-developed countries to “play a more active role in the negotiations at the WTO.” She noted that though being landlocked may have hindered these countries' development in the past, an increase in trade in services and 'export competitiveness' could be they key to future growth.
