State Department Seeks Comments on Info Collection for Data & Services Export Declaration

The Department of State is requesting comments by July 13 for a proposed information collection for the Export Declaration of Defense Technical Data or Services. The State Department proposes to extend the expiration date of the currently approved existing information collection.

Export Declaration of Defense Technical Data or Services

The actual export of defense technical data and defense services must be reported directly to the Directorate of Defense Trade Controls using form DS-4071. The exports must follow requirements under the ITAR and section 38 of the AECA. DDTC monitors the information submitted pursuant to this information collection to ensure proper control of the transfer of sensitive U.S. technology. State Department Estimates 18,000 Responses

The Department of State estimates that there will be 12,000 respondent businesses and nonprofit organizations per year. The estimated time per response is 30 minutes and total annual burden hours are estimated to be 9,000.

Comments Requested on Minimizing Reporting Burden, Etc.

The Department of State is requesting comments on (a) whether the information collection is necessary for proper functions of the Department; (b) the accuracy of the Department’s estimate of time and cost burden for this proposed collection, including the validity of the methodology and assumptions used; (c) how to enhance the quality, utility, and clarity of the information collected; (d) how to minimize the reporting burden for respondents, including the use of automated collection techniques or other forms of information technology.
