BIS Adds Chinese Companies to VEU List
The Commerce Department’s Bureau of Industry and Security (BIS) is adding two Chinese companies to the list of Validated End-Users (VEU), in a final rule set for publication in the July 10 Federal Register. Samsung China Semiconductor Co. Ltd. (Samsung China) and Advanced Micro-Fabrication Equipment, Inc., China (AMEC) will join other Chinese VEUs listed in the Export Administration Regulations.

The two companies are now able to obtain eligible items without a BIS export license. Although eligible items vary among VEU companies, common items include commodities, software and technology. Those items controlled on the Commerce Control List (CCL) for missile technology or crime suppression are excluded from eligibility. Exporters will now be able to supply Samsung and AMEC at a much quicker rate, increasing competitiveness among the new VEUs and its suppliers of U.S. origin items, BIS said.
