BIS Requests Comment on Special Comprehensive License Applications
The Commerce Department’s Bureau of Industry and Security (BIS) on July 9 requested comment on information collections related to Special Comprehensive License (SCL) applications. The license authorizes multiple shipments from the U.S. or from international consignees that conduct BIS-approved activities in the following areas: servicing, support services, stocking spare parts, maintenance, capital expansion, manufacturing, support scientific data acquisition, reselling and re-exporting.

The SCL requires applicants to submit supporting documentation, such as a company’s internal control program. BIS officials are requesting comment on the necessity of the information collection, the burden of that collection and methods of improving the SCL information collection. Written comments should be submitted before September 9 to Jennifer Jessup, Departmental Paperwork Clearance Officer, Department of Commerce, Room 6616, 14th and Constitution Avenue NW., Washington, DC 20230 (or via the Internet at JJessup@doc.gov).
