State Pledges More USML Reform
The State Department pledged in a July 10 press release to continue revamping U.S. Munitions List (USML) categories, following the July 8 issuance of the second set of pertinent final rules (see 13070814). The rules redefined four USML categories, transferring certain military vehicles, water vessels, oceanographic equipment and other items to the Commerce Control List (CCL).

Authorities have now rebuilt eight of 21 USML categories. The State Department, in conjunction with the Commerce and Defense departments, will revamp the remaining categories in the coming months and notify the public when progress is made, according to the press release. The effort to redefine USML categories, part of the president’s Export Control Reform (ECR) initiative, is targeting more efficient control over sensitive military equipment and technologies.
