CIT to Move Document Viewing and Filing Database to PACER System

The Court of International Trade will be moving its document filing and viewing system to the Public Access to Court Electronic Records (PACER) database on Oct. 1, according to a notice posted to its website and sent to current CM/ECF users. PACER is already used by all federal district, bankruptcy, and appeals courts. Current users of PACER will not have to re-register, but those without PACER accounts will have to get one (here).

Current users of CM/ECF that file documents or view confidential documents should link their PACER and CM/ECF accounts, CIT said. That will allow the user to file, run reports, and view documents from CM/ECF using only a CM/ECF login and password. “In other words, once you link your PACER and CM/ECF accounts, the transition to PACER will have little effect on your current routines,” the court said. CIT said it will post directions on how to link PACER and CM/ECF accounts on its website (here).

As is the case with other courts that use PACER, access to documents, docket sheets or case-specific reports will be $0.10 per page for the public and private attorneys and $0.08 per page for the government (until 2015, and then the government will also be charged $0.10 per page). The fee will be capped at 30 pages for most documents, so fees for those documents won’t be higher than $3.00. No PACER fees will be charged for accessing slip opinions and PACER fees will not be charged until an account holder accrues more than $15.00 in fees in a quarterly billing cycle, CIT said. Also, documents served on parties by a Notice of Electronic Filing can be viewed once without incurring any charges. After this "one free look", however, charges will begin to incur.
